ORLEANS — A contractor accused of stealing hundreds of thousands of dollars from Cape homeowners and subcontractors is scheduled to be arraigned Tuesday in Orleans District Court. Nicholas Willoughby, 34, of Sandwich, was taken into custody in Alma, Arkansas, on July 7 and has since been held without bail in the Crawford County Detention Center.
