SANDWICH — A Barnstable District Court magistrate on Tuesday rejected a criminal complaint sought by a neighbor of Heritage Museums & Gardens.Carlo Dipersio filed the complaint over removal of a fence to make way for a revamped parking lot at the nonprofit organization.
